Son of Charles and Margaret (McClintock) Kelly. Charles and his family lived in Springfield, OH. Late in 1855, the family moved to Manchester, WI where they remained until 1859 when they returned to Ohio. The family returned for the last time to Manchester in 1866 where Thomas was born in October of that year. On 12 Dec 1888 Thomas married Clarissa Eliza Moseley, daughter of Alonzo and Eunice (Hunt) Moseley, in Monroe county, WI. They had six children; Leo Thomas, Kenneth Moseley, Harold James, Ruth, Rachel and Margaret Eunice Kelley. At various times the second "e" in Kelley was added or dropped in the spelling of the surname.∼Thomas S. was the son of Charles Kelley and his wife Margeret/Margaret Mcclintock.

Thomas married Clarissa Eliza Moseley in Monroe Co., WI on 12/12/1888.
