James was a native of Ireland.

He married Mary Crawford-Brogan on July 31,1865 in Fife, Scotland and was step-father to her daughter Catherine.

James and Mary had three children:
Annie Riley-Lamb
Sarah Riley-Brisbin
Joseph Riley

On May 4, 1882 James and Mary along with their three children emigrated to the United States from Scotland to Boston. They resided in Osceola Mills, Pa. His step daughter Catherine who had emigrated in 1881 was living a few miles away with her family.

James died before 1899 in Osceola Mills,PA.
