James was the son of James and Mary Elizabeth (Perkins) Kelty. Both his mother and the mother of his wife, traveling in separate wagon trains, died on the Oregon Trail in 1852.

He served in the US Army during the Civil War in Company B, First Oregon Infantry. In honor of that service, he was one of four veterans who carried a very large American flag, one veteran at each corner, during the dedication of Vista House on the Columbia Gorge Highway in 1918.

James married Sarah "Maria" Scott on June 23, 1869 in Canemah, Clackamas, Oregon - now a part of Oregon City. They had four children:

Paul Ray (Clara L. Jeter)
Carl Scott (1 Alida V. Billings, 2 Mabel Miller)
Emily "Queen" (1 Charles Benjamin Riesland, 2 Col. Willis A. Platt)
