Civil War Union Soldier. He enlisted as a Private in Company C, 23rd New Jersey Volunteer Infantry (a nine-month enlistment unit) on August 26, 1862. He served through the December 1862 Fredericksburg Campaign, and the May 1863 Chancellorsville Campaign, and was honorably mustered out on June 27, 1863 with the rest of his regiment. On December 27, 1864 he re-enlisted in the Union Army, becoming a Private in Company F, 1st New Jersey Volunteer Cavalry. He was then transferred to Company C, and participated in the cavalry actions in Virginia that culminated in the Confederate surrender at Appomattox County House, Virginia in April 1865. He was then honorably mustered out on July 24, 1865, having done his duty in two different regiments in two different branches of the service.

William was the son of John Newcomb (1805-1869) of Delaware and Hope (Naylor) Newcomb (1804-1876) of New Jersey. Brother of Thomas E. Newcomb and Mary Elizabeth (Newcomb) Karg.
