He was the son of Joseph & Charity (Wade) Ballinger.

He married first Sarah Hensley Franklin, 1753. She was the mother of his ten known children. After her death in 1777 he married Tabitha Ballou, 4 Apr 1782, Pittsylvania Co., VA

His Revelutionary War Service includes at "Court of Claims", 18 Mar 1782, in Pittsylvania County for adjusting claims for property taken for public service. Present, James Roberts, John Dix, William Vercher, Reuben Payne, John, Parks, Jeremiah White Esq., Daniel Hankins and William Short. Paid to Joseph Ballinger 40 pds for wagon & gear, 30 pds for 1 horse, 5 yrs old, 30 pds for 1 horse 4 yrs old, 8 pds for 1 sh & saddle & 1/4 bu. of corn, 7 pds 19 sh for 157 lbs of bacon & 1/2 bu corn, for General Greene's army at the battle of Guilford Courthouse.

He wrote a will on Feb 3, 1802, which was probated after his death on Feb 15, 1802
