World War I Victoria Cross Recipient. He served as a Corporal in the 8th Battalion, King's Own Royal Regiment, British Army. On September 27, 1918, in operations at Flesquieres, France, Corporal Neely's battalion was held up during the advance by heavy German machine gun fire. Realizing the seriousness of the situation, Corporal Neely with two men rushed the position, disposing of the garrisons and capturing three machine guns. He then, rushed concrete strong points, killing or capturing the occupants. Four days later, Corporal Neely was killed in action near Rumilly, France. For most conspicuous bravery, he was posthumously promoted to Lance Sergeant and awarded the Victoria Cross on December 4, 1918.
