The son of Nicholas & Mary Bitner and twin brother of David, he married Irish-born Jane Elizabeth Culbertson in 1856 and fathered Mary Ann (b. 07/22/56 - married John B. Rapp), Anna K. (b. @1858 - married John B. Rapp), Sarah B. (b. 1860), John W. (b. 04/??/62), James Kelly (b. @1866), Samuel Hilton (b. @1868), Cloyd or Lloyd G. (b. @1871), and Charles T. (b. 09/??/73). In 1860, he was a laborer living in Saville Township, Perry County, Pennsylvania, and stood 6' 0" tall with dark hair and brown eyes.

A Civil War veteran, he enlisted with brother David in Perryville, Juniata County, August 20, 1864, mustered into federal service at Harrisburg September 2 as a private with Co. B, 202nd Pennsylvania Infantry, and honorably discharged with his company August 3, 1865.

In 1900, he lived in Port Royal, Juniata County, in 1910 with his daughter Annie in Downingtown, Chester County, and at his death, in York.
