Norman was the son of Peter and Mary (Hubley) Larsen, his father was from Denmark and his mother was Alaskan. He was twin to his sister Clara Larsen. They were raised in Unga Village, Unga Island, Shumagin Islands Alaska with brothers, Peter, James, Peter Arthur and Edmond; sisters, Grace, Zenia, Alice, Emily, Gladys, and Elisabeth. One brother, Peter, died at age 1 and sister Emily died at age 12. Norman was a trapper and commercial fisherman, he was captain of a small fishing vessel, Alice. On 13 April 1937 he and his bride-to-be hiked to Squaw Harbor, Unga Island, to be married by Fred Driffield, known as Judge on Unga Island. They returned by boat for a celebration in Unga Village. Norman and Frances raised four children, two sons and two daughters. He was a member of the Unga Unit of the Alaska Territiorial Guard. Norman played the banjo, he frequently joined a local band to provide music at the community dance hall.

Norman was preceded in death by his parents; he was survived by his wife and children. Norman is interred in the Russian Aleut Cemetery beside his mother, Mary.
