He was the son of Andrew D. Budz and Mary Korkore Budz.
He served as an officer in the 82nd Airborne in Europe during World War II. He also served in the 508th and 541st Parachute Infantry Regiments during the war. Later assignments were at Fort Bragg in North Carolina, the Defense Language Institute at Monterey, California, as a military attaché in Copenhagen, Denmark and as an intelligence officer in Oberammergau, West Germany. After his retirement from the United States Army he and his wife moved to Mountainside, New Jersey.
