Son of James Pilcher (b. 1750 in Dumphries, VA) and Nancy Murphy. Grandson of Stephen Pilcher (who was b. in Wales) and Lucy Clarke.

- Elected Athens Township, Athens County, Trustee in 1813 and 1814.
- In 1817 served as Justice of the Peace.
- In 1819, Stephen Pilcher and John C. Carico were Judges at the first township election held April 5, at the home of Edward Pilcher.
- In 1820, Stephen Pilcher was Township Trustee; In 1823, Stephen Pilcher was Justice of the Peace, and in 1825, 1827, 1829, 1831, 1832, 1833 he was elected Township Trustee.

As written in the biography of Stephen's son, Elijah Holmes Pilcher ("Protestantism in Michigan: Being a special history of the Methodist Episcopal Church" published in 1878), near the late 1700s Stephen "began to wonder why the vaunted freedom for which his friends and neighbors had fought and bled was for the white man alone. At last, wrestling with the subject, with his Maker alone to guide him, he arose in the full conviction of the monstrous wrong of slavery." Stephen freed his own slaves, and began a personal mission to convince his friends and family to do the same. Becoming even more disheartened with the continuance of slavery in his home state of Virginia, he felt led to move his family into the new territory of Ohio where slavery was prohibited by Congress and later by the citizens of Ohio with the creation of their Constitution. As related by his son, in the spring of 1805 a wagon train of Pilchers and their neighbors left Upper Hampshire Co., VA, and traveled through VA, crossing the Allegheny Mountains, the Ohio River and up the Hockhocking River to Athens County, settling in the place that was later named Canaan and Canaanville.

James Madison Pilcher of Vinton Co., OH, was a brother to Stephen.
