Frank was born in Nebraska where he joined the Army, serving first in the Calvary in the Philippines, then as a member of the Idaho National Guard, then serving in France in World War I. He was awarded the French Battle Cross for his bravery in the Battle of the Argonne Forest.
His first wife, Veda Maude Scott, died just after the birth of their second son. Frank's second wife died shortly after the birth of their two children, leaving Frank a widow with four children. He was married a third time to Ethel Mae nee Knight. She and Frank had two more children, Patricia born in 1926 and Frank Melvin Jr. born in 1928. Ethel Mae Wood died driving from Ohio back home to Oregon.
