Daughter of Levi Francisco and his second wife, Charity Abigail Carpenter. Baptized 14 January, 1798 at the Schagticoke Reformed Dutch Church, Schagticoke, Upper Albany (now Rensselaer) Co., NY. Her father is listed in Roberts' NEW YORK IN THE REVOLUTION AS COLONY AND STATE as having been an enlisted man in the 14th Regiment of Albany County Militia (aka Colonel Peter Yates' Regiment.) He was a wagonmaster. A DAR marker for being the daughter of a Revolutionary War Soldier placed on her grave August, 1991 by Abiel Fellows Chapter, DAR, Three Rivers, Michigan.

Phebe married George J. Rifenbergh (sometimes found spelled Rifenberg, Reifenbergh or even Reiffenbergh) in 1817 in Pittstown, Rensselaer Co., NY. Their children were: Hiram (born 1819, mentally disabled), John (born 1821), Amanda (born 1822), Lorenda (born 1824), Caroline (born 1827-died 1844, buried in Lord Cemetery, Gorham Twp., Ontario Co., NY), Levi Carpenter (born 1828-died 1896, married 1. Harriet W. Draper, 2. Lydia Carr), Simon Peter (born 1831, married Jannette ?), George Washington (born 1833, married 1. ELizabeth Jines, 2. Lydia A. ?) and Stephen Chester (born 1837, married Harriet ?).
