On September 1, 1862, Charles mustered in as a Corporal in Company A, 11th Vermont Infantry. He was promoted to Sargent on August 2, 1863. On June 22 or 23, 1864, he and 57 other Union soldiers were taken prisoner of war at Weldon Railroad, and taken to Andersonville. The Gazetteer of Caledonia and Essex County, Vt (1764-1887) said that 58 members of his company were imprisoned at the same time in Andersonville, and only 15 survived. Parolled on November 20, 1864, Charles was commissioned as a 2nd Lieutenant in June, 1865. He mustered out with the rank of Sargent on June 24, 1865.
After the war, Charles returned to Waterford, where he was a farmer. In addition, he served his community as town clerk, treasurer, justice of the peace, and superintendent of schools. In 1878, he represented Waterford in the Vermont State Legislature.
Charles married Arabella H Cutler in 1866. Their children include- Alice H., Carl A, Bertha L, and Mabel E.
After Bell died, Charles married Addie J Pierce Marden.
