Former Auxiliary for the Diocese of Malta and Bishop of the Titular See of Selymbria, Monsignor Salvatore Gaffiero was born on March 8, 1828, in Senglea, Malta, to Salvatore Gaffiero and Concetta Cachia. Already a canon of the Collegiate Chapter of Senglea by 1840 at the early age of twelve, Gaffiero was ordained to the priesthood in 1851. A prenowned preacher, he joined the Oratorians of St. Philip Neri in Senglea and was elected as their provost for two different terms, serving the office between 1855 and 1858 and again between 1862 and 1865, when he was appointed parish priest of Għargħur, and successively, in 1868, parish priest of Floriana. Named canon of the cathedral chapter in 1875, the then Apostolic Administrator of the Diocese, Monsignor Antonio M. Buhagiar OFM. Cap., appointed him as his vicar in 1885.

At 70 years of age, following a recommendation from Bishop Pietro Pace, Gaffiero was named Auxiliary for the Diocese of Malta by Pope Leo XIII on November 28, 1898, receiving his episcopal consecration with the Titular See of Selymbria on January 15 of the following year at St. John's Co-Cathedral in Valletta.

Bishop Gaffiero died on the feast of the Immaculate Conception in 1906, aged 78. While on his death bed, three hours of prayer were said for his necessities in his hometown's parish church.
