Verona was born 25 April 1905 in Jacksonville, California, to Cyrus Henry Rouse, a miner, and Nora Mable O'Connor. During the 1910's the Rouse family moved to Copperopolis in Calaveras County where Cyrus continued mining. By 1921 the family moved to Lodi and finally settled in the town of Woodbridge in 1926. In 1923 Verona married William Raymond Normington and they raised two children, George and Inez.
