U.S. Senator. He attended the law department of Columbian University, was admitted to the bar in 1902 and commenced to practice law in Wilmington, Delaware. He served as deputy attorney general of Delaware, (1904-09), was Delaware Secretary of State, in 1909 and associate justice of the Delaware State Supreme Court, in 1911. He also was city solicitor of Wilmington, (1911-17) and judge of the municipal court of Wilmington, (1920-29). In 1930, he was elected as a Republican to the U.S. Senate, to fill the vacancy caused by the resignation of T. Coleman du Pont, serving until 1937. An unsuccessful candidate for reelection, he resumed the practice and later died in retirement.
