Mr. Carter passed away April 21, 2014 in Grand Saline. He was born August 5, 1919 in Pruitt to Daniel Boone & Bertie Guinn Carter. He served in the US Navy during WWII and worked for TXDOT as an assistant engineer. Bill was a lifelong resident of Van Zandt County and a Methodist. He was preceded in death by his parents; wife, Dorothy Morris Carter; son, John Edward Carter; three brothers, Leroy Carter, Robert "Bob" Carter and D.B. Carter; two sisters, Myrtie Griffin, Grace Loper Lewis; and great-granddaughter, Alexandra Nicole Fuselier.
