Finley was born on May 6, 1875 in either Pansy or Yancey. His death record says that he was born in Yancey. In his WWI draft registration, he indicates that he was born in Pansy. His dad died in Pansy (was killed by a car). Pansy and Yancey are very close to each other in the Catrons Creek area of Harlan County.
The son of George and Margaret Lee (Wilson) Fee. He, and his wife, Lucy Langford, had three children, Mary O’Della, Nannie, and Wilburn Hayden.
In 1924, Finley and his second wife, Ollie Pace, moved to Hazard, Perry County, Kentucky, where he was employed in the excavation work for the new City Hall. On January 21, 1925, Finley and Ollie were hit by a train, killing Ollie, on their way to Lothair to seek employment.
Finley and his third wife, Dora Napier, first lived in Hazard, Kentucky, where they had two children, Preston and Viola. They later moved to Cincinnati, Ohio. He died there on January 18, 1949. Finley was returned to Harlan County, Kentucky, where he was buried in the Grays Knob Cemetery.
