Joe was born in Queens, the son of Joseph and Mary Menendez Graf in October of 1946.
Prior to living in Norwich, he had lived in McDonough with his parents. Joe had served his country in the United States Army during the Vietnam War and was the recipient of the Purple Heart.
He was predeceased by his parents and a sister.
Interment in the Mt. Hope Cemetery of Norwich.
