U.S. Congressman, Missouri Governor. He graduated from St. Charles College, earned a law degree at Washington University, in 1895, was admitted to the bar and establishing his legal career in St. Louis, Missouri. He was elected as a Republican to the Sixtieth Congress, serving (1907-09) and then was excise commissioner of St. Louis, (1909-10). He was judge of the St. Louis Court of Appeals, (1910-12), St. Louis City Counselor, (1921-22) and chairman of the board of freeholders to merge the City of St. Louis and St. Louis County, (1925-26). In 1928, he was elected as a Republican, the 37th Governor of Missouri, serving until 1933. After completing his term, he was a member of the state reorganization commission and served as the director of public welfare in St. Louis, (1941-49).
