Frances was born to James Riley and Elizabeth Jane (Williams) Blankenship. Frances was the oldest of her father's eight children, three of whom were half-siblings. She married John L. Welch on May 10, 1874 in Texas Co., Missouri. They had eleven children. Both the 1900 and 1910 Montgomery County censuses confirm that Frances was the mother of 13 children, though only 11 were still living at the time.
