He represented the 17th Congressional District, his hometown of Youngstown. He received master's degrees from the University of Pittsburgh and Youngstown State University. He championed "Buy American" requirements on many spending bills and prided himself on landing federal grants for hometown Youngstown. He taught courses on drug and alcohol recovery at Youngstown State University and Kent State University. Jim went to jail in the 1980's for three nights rather than foreclose workers laid off from the Youngstown dying steel industry. He went to prison in 2002 for 7 years for Federal corruption charges. When Jim was released in 2009 he was welcomed home by 1200 supporters.
