Albert was a son of Manuel and Mary E. Menendez Garcia.
Albert was a 1945 graduate of Union High School, Burgettstown, where he played football and basketball.
He joined the U.S. Army immediately after high school graduation to serve in Europe during World War II. After he was discharged, he received a basketball scholarship from Geneva College, graduating in 1950 with a bachelor's degree in business administration. Prior to his retirement, Mr. Garcia was employed as an adjuster for Nationwide Insurance Co.
Albert was a member of the former Hillcrest Church in Burgettstown.
He was a member of Slovan Veterans of Foreign Wars Barto Post.
Albert was a sports enthusiast, who loved grouse hunting and trout fishing. For 30 years, he and his friend attended the National Collegiate Athletic Association Wrestling Championship in many different cities throughout the country. He enjoyed following Penn State sports. Above all else was his love for family, especially his grandchildren.
Surviving, in addition to his wife, are a son, two grandchildren, a sister, and many nieces and nephews.
At Albert's request, there will be no visitation. A memorial service will be held at a later date with inurnment in National Cemetery of the Alleghenies, Cecil Township, where full military rites will be accorded.
Arrangements are in the care of Taucher Funeral Home, Burgettstown.
