Franklin (Frank) William Conley, son of Francis Conley and Caroline Gerl, was born on 30 March 1878 in Wauwatosa, Milwaukee County, Wisconsin. (World War I Draft Registration) Frank's marriage record, however, has the date of birth as 20 March 1878. Frank's death certificate has the middle name as "Wayne." Frank, however, signed his draft card as Frank "William" born on 30 March 1878. The family surname was also spelled "Connelly" in various sources.

On 13 May 1901, Frank (age 23) married Bertha Walther (age 23), daughter of Frederick Walther and Fredericka Pfeiffer, in Cottonwood Township, Brown County, Minnesota. (Minnesota Marriages, 1849-1950)

By 1910, Frank and his wife had moved to Los Angeles, Los Angeles County, California. Frank worked as check clerk for a steam railway. Frank and Bertha had one daughter, Helen Vivian, born in 1911.

On 4 September 1933, Frank (age) died of stomach cancer in Los Angeles. He was entombed 7 September 1933 at Forest Lawn Memorial Park in Glendale, Los Angeles County, California. (California, County Birth and Death Records, 1800-1994)
