US Congressman. A member of the Democratic Party, he served Pennsylvania’s 4th Congressional District in the United States House of Representatives from 1949 until 1958. Born to a Jewish family, he attended Philadelphia’s Central High School and received a degree in Economics from the Wharton School of the University of Pennsylvania. He later attained his degree in law from the University of Pittsburgh. Following his admission to Pennsylvania’s bar, he commenced practicing law in Philadelphia. He served as a loan examiner with the Pennsylvania State Department of Banking prior to his service as a reservist with the United States Coast Guard during World War II. He served in the Pennsylvania State House of Representatives from 1941 to 1948 and succeeded Franklin J. Maloney in the US House of Representatives. During his tenure, he served on the House District Committee, the House Government Operations Committee and served as the chairman of the House Public Works Committee’s subcommittee on public works and resources. He resigned his Congressional seat in 1958 to serve on Philadelphia’s Court of Common Pleas and remained at that capacity until his retirement in 1974.
