Born at 23 Edward Street, Marylebone, London, England, he was the son of Sir William Blackett, 5th Bt. and Mary Anne Keene.
He married, firstly, Julia Monck, daughter of Sir Charles Miles Lambert Monck, 6th Bt. and Louisa Lucia Cooke, on 1 May 1830 at St. Margaret's Church, Westminster, London, England.
He married, secondly, Frances Vere Loraine, daughter of Sir William Loraine, 4th Bt. and Frances Campart, on 16 October 1851 at Bywell St. Andrew, Northumberland, England.
He married, thirdly, Isabella Helen Richardson, daughter of John Richardson and Elizabeth (?), on 15 June 1875 at Christ Church, Chertsey, Surrey, England.
He married, fourthly, Alethea Rianette Anne Scott, daughter of Maj.-Gen. William Henry Scott and Hon. Harriett Alethea Stanley, on 5 August 1880 at Thorpe, Surrey, England.
He died on 23 November 1885 at age 80 at Matfen Hall, Stamfordham, Northumberland, England.
