Phebe/Phoebe was the daughter of Stephen Tablor and Comfort Parker. The Tabor/Taber family moved from Massachsetts to Bradford Vermont in the Goshen district in 1798 when Phebe was age 14.

Thomas Whipple went to Goshen as a young man and met Phebe and married her there. She was the mother to four children, Alonzo, Thomas III, Walter and Caroline, the youngest of whom was three when Phebe passed away.

Phebe died age 39 and is buried beside her husband.
