Kathy was born August 30, 1931, in Pittsburgh, Pa., the daughter of Frank and Esther (Kiplinger) Goll. She grew up in New Kinsington, Pa., near Pittsburgh. After graduating from Denison College in Granville, Ohio, in 1953, she served three years in the U.S. Army as an occupational therapist at Ft. Belvioir, Va. While in the service she met and married Ray Kirschbaum. Kathy and Ray moved to Davenport in 1958 and began their family. In the late 1960s Kathy became involved in local politics and served two terms on the city council. In 1971 she was elected to the first of two terms as Davenport's first woman mayor, during which she championed housing for the elderly as one of her causes. Following that she worked for many years as a Personnel Manager at First Federal Savings and Loan. Kathy was a member of the Unitarian Church and was involved in many activities and organizations, including volunteering and serving on the boards at Vera French, Friendly House, and Quad City Arts. Kathy enjoyed traveling and meeting new people along the way. She specially enjoyed bicycling, and while mayor, helped establish the Duck Creek Recreational Trail. This past October a rest stop was dedicated in her honor near where the trail passes under Hickory Grove Road.
