Chancey E Brown was born in Canton, St. Lawrence, New York on February 14, 1847. His parents were Horace and Flavilla Perrin Brown. In 1856, his family moved to Dodge County, Minnesota, and later, to Waseca County, Minnesota. In February of 1863, Chancey signed up with Company F of the 10th Minnesota Infantry. His unit fought in several battles, including the siege of Mobile, Alabama.

After the war was over, Chancey returned to Waseca County, and married Clara Cobb there on November 22, 1868. In 1881, they moved to Minneapolis, Minnesota, where Chancey earned his living as a contractor and builder. On February 1, 1889, Chancey was hired by the Minneapolis Police Department and assigned to the 2nd Precinct. In 1895, he was promoted to Mounted Patrol and they bought a home at 2308 Johnson St. NE.

In 1907, Chancey retired from the department, and they continued to live on Johnson. Clara died in Minneapolis on January 1, 1929. Chancey only lived until January 10, 1930. Both Chancey and Clara were buried in Hillside Cemetery in northeast Minneapolis.
