Hugh Olin Hall was the fifth of ten children born to James Henry Hall (1854-1936) and his wife Sarah Anna Belle Van Pelt (1861-1954). His family came from North Carolina to Texas around 1901.

Hugh married Viola Maude Ball (1895-1987) on 3 April 1918. She was a daughter of Winfield Scott Ball and his wife and his wife Mary Moody, of Cave Spring, Arkansas. Her family had moved to Rockwall Co., Texas around 1902.

Hugh served in World War One. He was a member of the First Methodist Church in Rockwall and of the Fate Masonic Lodge. He was, at times, a professional baseball player, a cotton buyer, a railroad worker, but spent most of his career engaged in the field of oil pipeline construction.

Hugh and Maude had three children: Hugh Olin Hall, Jr.. Ralph Moody Hall and Rosemary Hall (Mrs. Victor) Scott.
