Statesman. 9th and 15th President of Columbia. He first served from 1 April 1872 to 1 April 1874 and again from 8 April 1864 to 1 April 1866. Prior to becoming president, he was a member of the chamber of representatives, 2nd President of the Sovereign State of Santander from 23 October 1857 to 10 January 1859, Secretary of Finance, Secretary of State and Secretary of Treasury. He is best remembered for his positions and initiatives on the abolition of slavery, abolition of the death penalty for political crimes and abolition of several monopolies. He sponsored, supported and enacted legislation regarding freedom of religion, freedom of assembly and freedom of the press. He also established the National Press and Telegraph and Cartography Institutes. After leaving the presidency, he was made Envoy Extraordinary and Minister Plenipotentiary to Venezuela serving from 1867 to 1869.
