An ex-mayor of Gisborne, he was educated at Wesley College, Auckland, and went in 1859 to Hawke's Bay, where he came a cadet at Woodlands Station, of which he was manager during the years 1863-4-5. He settled down in Poverty Bay in 1866 as a sheep farmer, but had to abandon his run in consequence of the Hauhau rebellion, and other attendant causes.

He was twice been elected mayor of Gisborne.

On 21 November 1865 he married Elizabeth Ann RANDALL/RUNDELL, of Taranaki, and their family consisted of one son and three daughters.

From Campbell Island Researcher Norm Judd: Along with James Gordon Captain Tucker developed an interest in Campbell Island. James had sold his interests in the lease to Tucker in 1900 and Tucker then threw men and money at the farm in 1901. Captain Tucker is seen standing in the farmhouse photo with Capt Moyes of the SS Rimu on his right. Four men from the Shetlands are in this photo. They were encouraged by Tucker to come to NZ in 1904 to work at Campbell Island starting 1905.

On the 18th of February 1916 he married Lucy Parnell daughter of the late Arthur Parnell and they had one son and they had one son.

He passed away suddenly at about 10am on the morning of the 19th of February while resting in a chair, taken with a sudden seizure. He was survived by his wife Lucy and son Captain Henry Tucker R.N.
