Thomas was born in Barrow Gurney, Somerset, England. He was baptized in the Blessed Virgin Mary & St. Edward Church in Barrow Gurney. He was the son of George STEVENS and his wife Mary KING.

His father, George STEVENS, was born before Oct. 7, 1798 in Somerset, England. His mother, Mary KING, was born 1800-1803 in Chew Magna, Bath & Wells, Somerset, England. Their old family home was still there in Barrow Gurney in Oct. 2016. There is a large area there called "Stevens Woods" named for the family.

Thomas was a farmer, and in 1856 he became one of the first Constables (policeman / bobbie) in the Somerset Constabulary in England.

In about 1865 Thomas and his wife Louisa and their children left England and headed for Canada, the trip took 3 months. They settled in Petrolia, Lambton Co., Ontario, Canada where they lived until 1885 when they took a train to California. On the train they were robbed of all their money by train robbers on horseback.

When they got to California in 1886 they first stayed in Sacramento. Before Aug. 1890 they had made their way to southern California and were living in Lordsburg (now LaVerne), Los Angeles Co., CA. Sometime after that they moved to Pomona, Los Angeles Co., CA, which is right next to LaVerne, where they owned an orange grove.
