Alderman James Simpson was an "eminent builder" in Harrogate, first apprenticing with his uncle, James Simpson. He was elected to the Board of the Improvement Commissioners in 1870. Alderman Simpson was interested in the development of a public market for the town, with providing an adequate sewage system, and acquiring Harlow Moor for public benefit.
He served as Mayor from 1892 - 1893.
