Simpson was elected to Town Council in 1887 and served as Mayor from 1895-1896, 1901-1902 (when he laid the foundation stone of the Kursaal), and 1922-1924. He was one of the first men to be made a Freeman of the Borough.
He was greatly respected for his generous treatment of his employees. He fought for the electrification of Harrogate, the purchase of Harlow Moor and the once privately owned Crescent Gardens, and the building of St. Wilfrid's Church.
According to the cemetery history and guide to Grove Road Cemetery, published by the Harrogate Borough Council, Alderman Simpson was "widely loved for his genial unflappability and respected for his business acumen" and "the last of the Victorian giants who created the modern town of Harrogate."
