Statesman. 12th President of Colombia. He served from 7 August 1926 to 7 August 1930. Prior to becoming president he was a lawyer and Emeritus Professor of Law. He held various ministries including the Ministry of Foreign Affairs, the Ministry of Finance and the Ministry of Public Instruction. He is best remembered for his accomplishments in foreign relations, especially with neighboring countries and executing treaties. Notwithstanding national strikes and issues with unions, he promoted public works and educational improvements and improved relations with Indigenous people. After his tenure as president, he withdrew from political activity and devoted himself to his personal and social interests.
