Son of Eliphalet Pierce and Annis McMichel. Married Samantha Hartwell 26 June 1843 in Menard County, Illinois. She was the eldest daughter of Alba C. Hartwell and Amanda Calista Twaddle. Philander and Samantha had 5 children, one died as an infant. They were Mary Laura, Hiram Abiff, Elvira Marcie, and Eliza Jane.

Philander came to Menard County with his parents in May 1837, and was a blacksmith by trade. He was a partner in a wagonmakers shop in Athens, Illinois, with Joseph B. Wagoner. Jedediah Clark, and Reuben Kelsey Winter. Reuben was the brother-in-law of Hollom Pierce, Philander's brother.

Philander, his father Eliphalet, and Alba Hartwell are listed on an early voters list on 7 Aug. 1843 at Walnut Grove Precinct. He owned 80 acres in Section 26, Twp. 24N, Range 4E in McLean County. Previously he owned several acres of land near Athens, Menard County, Illinois.
His father, Eliphalet Pierce, was killed in Athens on 28 August 1845 by a young man named Peter Parker who was eventually pardoned by the governor. His mother, Annis, lived with Philander and his family until her death in about 1863. She appears in the 1860 census with him.
