Japanese Imperial Navy Admiral and the 18th Governor-General of Taiwan. He served in the later position from December 1940 until December 1944. While commander of the Third Japanese Fleet (1936 to 1938), the USS Panay Incident on the Yangtze River outside Nanking (now spelled Nanjing), China occurred under his tenure. In December 1939 he was promoted to the full rank of Admiral. In 1944 he returned to Japan from Taiwan and served as the Navy inspector-general and new technologies research. In 1946, following the end of World War II, he was arrested as a suspected war criminal but was acquitted and released from prison in January 1947. In 1951 he sat on an advisory committee composed of former Imperial Japanese Navy officers to oversee the formation of the Japan Maritime Self-Defense Force. His honors include the Grand Cordon of the Order of the Sacred Treasure (1934), the Grand Cordon of the Order of the Rising Sun (1938), and the Order of the Golden Kite (1942). He died at the age of 87.
