Lady Frances Campbell was a daughter of George Douglas Campbell, 8th Duke of Argyll, and his wife, Lady Elizabeth Georgiana Leveson-Gower. She was married on May 12, 1879 to Eustace James Anthony Balfour, with whom she had issue. She was one of the highest-ranking members of the British aristocracy to assume a leadership role in the Women's suffrage campaign in the United Kingdom.
