Pennsylvania Governor. He was admitted to the Bar in 1893 and opened a law firm in Indiana, Pennsylvania. From 1901 to 1909, he was a State Senator and State Commissioner of Banking, 1919 to 1922. In 1927, he was elected the 30th Governor of Pennsylvania, serving until 1931. Under his administration, he was noted for the institution of a $59 million bond in worker's compensation and welfare. He also was responsible for the Department of Internal Affairs to build 4,000 miles of new roads and add 450,000 acres to the State Forestry Reserve. After leaving office, he resumed the practice of law and served on the boards of several financial establishments until his death.
