Jessie was born in Morgan County Kentucky the son of Thomas Howard and Mary (Sturgill) Howard. His first wife was Cora Howard the daughter of Moses Howard Jr. And Malinda Phipps. Their children are: Moses "Bootler" Howard, Dean "Deanie" Howard and my Grandmother Penola Howard. Cora died in April 1885 at the age of 26. His second wife was Elizabeth Rigsby daughter of Henry Rigsby and Nancy Skaggs. Their children are: William Ashland Howard, Floyd Howard, Minta Ann (Howard) Hensley Phipps, Seymore Howard, Ervin Howard, Lonzie Howard, Mary Elizabeth (Howard) Williams, Nora (Howard) Jenkins, Flora (Howard) Williams, Earnie Anderson Howard, Kernie Howard, Nancy Jane (Howard) Jenkins, Hassell Howard, and Venie (Howard) Phipps. Family tradition has Jessie was a quite natured man and a farmer by trade, his favorite cattle were Roam, that was the only type he would have on his farm. People that knew him called the Roam cattle "Jessie Reds". He was also particular about what kind of horses he had on his farm also, they had to be the best. Jessie had three fingers on his right hand cut off in an accident while spearing tobacco.
According too his death certificate Jessie was actually born March 4, 1858 but his headstone says March 4, 1856. The headstone was placed many years after his death,
