[Samuel was the seventh child of Samuel Waters and Anne Sterling. He was born in Hebron, Connecticut, on May 29, 1719. He grew to adulthood in Hebron and married there, on April 14, 1740, Jemima Howard. Samuel and Jemima had seven children, all born in Hebron, between 1741 and 1757. Sometime before the Revolution, Samuel moved his family to Amenia in Dutchess County, New York.

When the war began, Samuel Waters was commissioned as a First Lt. in Capt. Brinton Paine's Company, 6th Dutchess County Regiment of the New York Militia. According to the DAR, Samuel was born in Connecticut on May 29, 1719. He served from New York with a rank of PS (?), he died in New York on April 24, 1782. His spouse was Jemima Howard. Neither Samuel, his widow, or any of his children collected any pension.

No record has been found of the death of Jemima. She may have died before the move to Amenia, because the mother of Samuel's last two children is said to have been a woman other than Jemima. Samuel died in Amenia on April 24, 1782.
