Merle was the youngest son of Vaselo Panagakos and Glen Thompson Kline, Sr. He was baptized by Rev. Paul M. Carlson on Dec. 15, 1963, at the Emmanuel Evangelical United Brethren Church, Wescosville, Pennsylvania. In 1982 he graduated from Emmaus High School and Lehigh County Vocational-Technical School, completing a program in carpentry. He married Michele Clemens on July 20, 1985, at Bethany United Methodist Church, Wescosville, and Rev. Arthur L. Musser performed the wedding ceremony. The couple raised one daughter. Merle first worked as a meat cutter, and later worked as a truck driver.
