Paraguayan Politician. He served as the 40th President of Paraguay from September 10, 1949 to May 5, 1954. He received his law degree in 1905 and later was a leader in the conservative Colorado (National Republican) party. When his party became part of a coalition government in 1946, he was appointed to the Supreme Court. He later served as both foreign minister and an ambassador. On September 10, 1949, he assumed the office of president following a period of great political instability. On July 15, 1950, he was officially elected to the office and three years later, was re-elected. During his presidency, he tried to build a managed economy by increasing nationalization of industry and placing controls on production, trade, prices, and wages. For this, he faced growing opposition from the conservative wing of the Colorado Party, who denounced not only his economic policies but his close association with Argentina. In 1954, when he tried to strengthen his regime by arming the national police, General Alfredo Stroessner, commander in chief of the armed forces, led a coup that toppled him. When he passed away in 1978, Stroessner attended his funeral services.
