Mr. Westbrook was born in Trion, GA on June 3, 1949, son of the late Samuel Robert Westbrook and the late Lois Golden Westbrook. He retired from the City of Rome after 24 years of employment at the City of Rome Water Department. He was a veteran of the United States Army having served in the Vietnam Campaign receiving the Bronze Star Medal and was a member of Armuchee Baptist Church. In addition to his parents, he was also preceded in death by 3 brothers, Dorety, Freddie, and Doug Westbrook, and by a sister, Sue Hensley.∼Mr. Philip Carlton Westbrook, age 72, of Armuchee, GA, passed away on Friday, February 18, 2022, at a local hospital.
