Paraguayan Politician. He served as the 10th President of Paraguay from November 25, 1886 to November 25, 1890. He served in the military and was a hero in the War of Paraguay against the Triple Alliance from 1864 to 1870. He rose to the rank of Major General before retiring. In 1886, he became president and went on to serve the next four years until stepping down in 1890. During his tenure, he placed importance on education and made many other improvements in the country. He later served as President of the Senate in 1894 and 1902.
