The son of George & Jane Garner, in 1860 he was a brick maker living with his mother in Marietta, Lancaster County, Pennsylvania.

A Civil War veteran, he enlisted at the stated age of twenty-four in Lancaster County December 2, 1861, mustered into federal service at Harrisburg September 1 as a private with Co. E, 107th Pennsylvania Infantry, but killed in action at the battle of Antietam (Sharpsburg).

On November 29, 1879, a federally issued tombstone was ordered for his gravesite. However, given that most of the dead from the battle of Antietam were buried there, this may be a cenotaph, although as yet no evidence of burial in Sharpsburg has been found.
