Elijah was born at Hartford County, Connecticut, October 4, 1741. He was the 5th and last child (3rd son) born of Noah Wolcott (b. 1685) and his 2nd wife Mary Horton (b. 1703). Elijah's siblings were: Mary (b. 1726), Ebenezer (b. 1729), Sarah (1732-1789), Eunice (b. 1733), and Noah (b. 1737).

At about the age of 25 years, in or about 1766, Elijah moved to Pownal on the New Hampshire Grants (now Bennington County, Vermont). About the same year, 1766, Elijah married Dorcas Wright (1750-1813) by whom he had 2 children (2 sons): Ebenezer (1769-1842) and Elijah (1771-1837).

On June 15, 1778, Elijah entered Captain Samuel Robinson's Company, then commanded by Lieutenant Colonel Ebenezer Walbridge, in Colonel Samuel Herrrick's Regiment of Vermont Militia. Captain Robinson's Company went to Rutland on the Otter Creek to guard the frontiers, by order of the Vermont Governor and Council. Elijah served as a Private in that Company 25 days and marched with it 130 miles. He was discharged from that service, July 10, 1778.

On October 11, 1780, Captain Eli Noble's Pownal Company, Colonel Samuel Herrick's 2nd Regiment of Vermont Militia was called into service of the State of Vermont to respond to an alarm caused by the raid led by British Major Christopher Carleton into the Lake Champlain valley and beyond. Elijah served as a Sergeant in that Company 20 days and marched with it 70 miles.

Elijah served for 2 days in Captain Eli Noble's Pownal Company, Colonel Ebenezer Walbridge's Vermont Militia Regiment, and marched with it 30 miles when that Company was marched to Saratoga, New York during the "Western Union" alarm in July, 1781. Later the same year in October, Elijah served with Captain Eli Noble's Pownal Company, Colonel Ebenezer Walbridge's Vermont Militia Regiment when it was marched to Castleton, Rutland County, Vermont and tarried there during an alarm. Elijah entered that service on October 24, 1781, served for 9 days and marched during that time 70 miles.

Subsequent to the Revolutionary War in 1784, Elijah moved in company with Derrick Webb to Charlotte, Chittenden Copunty, Vermont where they became the 1st two permanent settlers at that place. Sometime after the taking of the US Census in 1800 and before its taking in 1810, Elijah removed from Charlotte to the Town of Colchester in the same county were his son Ebenezer had settled as early as 1795.
