JoAnn was born July 18, 1931, in Pansy AR and grew up in the Pansy community in south Arkansas, she graduated from Woodlawn High School, and the University of Arkansas, Fayetteville with a BS in Home Economics and M. Ed. in Education. She was a Home Economist in Pine Bluff, AR, taught Home Economics at Fayetteville High, Huntsville High, Danville High, Woodlawn High all in AR and Westville High in OK. In 1965 she became a Head Start Program Director the first summer of Head Start and continued as a Head Start Director/Executive Director until she retired in 2011. She was one of the grand ladies of Arkansas Head Start and led the agency as it expanded and grew to a 13-county service area which served each year over 2,500 children and families in Head Start and Early Head Start and private childcare. The agency was part of numerous national, regional, and state research projects.

She touched the lives and made such an impact on so many Head Start and Early Head Start children, families and staff. She was committed to making the early childhood experience for families and children one of beauty- building childcare facilities that were obviously first safe places for children, families and staff but also beautiful buildings bringing sculptures to the centers, adopting an approach that included local artists, craftsmen, storytellers, and artist studios for children.

JoAnn was a leader in her field and worked tirelessly so that children and families would have a quality program, experiences, and a strong beginning education. She pioneered one of the first Parent Child Centers which became Early Head Start. The original Danville Head Start Center in 1965 was the first licensed Childcare in the state of Arkansas. She had strong collaboration skills and helped communities, state programs, and private and public companies to come together to support local Head Start and Early Head Start centers with buildings, programs, and resources to support children and families.

She encouraged and many times helped make it possible for staff to obtain their BA/BS and Advanced Degrees because she valued education. Some of her former staff shared that she was a true force and had high expectations of staff always celebrating their accomplishments and ensuring they certainly did not grow stagnant under her leadership! She was mentor to so many and willing to walk with others through their journey.

JoAnn served in numerous positions professionally and personally including President of the Region VI Head Start Association, the Arkansas Head Start Association, the Southern Association of Children Under Six now the Southern Early Childhood Association, the Arkansas Medical Society Auxiliary, the Pope County Medical Society, the Arkansas Vocational Home Economics Teachers, and the Yell County Teachers Association.
