Son of Jean-Nicolas Panet and Marie-Madeleine-Francoise Foucher. He was born and baptised in the parish of St-Germain-L'Auxerrois in Paris, France. He had 7 brothers and sisters.

Jean-Claude arrived in Quebec, New France on 12 August 1740, aged 20, as a soldier in the Compagnies Franches de la Marine after departing La Rochelle on 10 June 1740 onboard the ship 'Rubis'. He survived the epidemic that affected the ship and took the lives of many onboard.

He occupied the position of royal public notary for Quebec from 1744 which he would practice until 1775.

At 28, he married Louise Barolet (18yo) on 23 October 1747 at Notre-Dame de Québec.

Jean-Claude wrote a detailed account of the Siege of Quebec campaign during the Seven Years War. Unfortunately, the final part of that manuscript detailing the final days of the conflict has since been lost. Part of his manuscript details the sanctions and sentencing applied in responses to pillaging and disorder. At the end of the conflict, Jean-Claude was one of the 25 signatory recommending the capitulation of Quebec to the King's Lieutenant. Of note, Jean-Claude's house in the lower town was completely destroyed by artillery and the resulting fire that destroyed 166 properties on 8 August 1759.

Under the British military regime, he operated as a court clerk. He returned in France in 1766 in the hope of improving his position but ultimately returned to Quebec in 1767 where he practiced law in the private sector until 1775. He was appointed judge on 26 April 1775 and following the American invasion attempt, in 1776, he was appointed to the commission charged to assess the damaged caused to the province.

He died on 28 February 1778, and was buried two days later at Notre-Dame de Québec. He was said to be 58 years of age at the time of his death.
